On Linux, SQLite uses posix advisory locks. All locks are automatically released when the process dies (if they haven't been already). If you have stuck locks, that indicates that you either have a stuck process or a busted filesystem. I'm not sure how well NTFS plays with Linux. I thought linux could only read NTFS. If you are using a network filesystem, all bets are off.
