The fourth character in both cases is encoded as C3 B3 which is the correct 
UTF-8 encoding for LATIN SMALL LETTER O WITH ACUTE .

So the database is identical in both cases.  It's just that the 3.13.0 shell 
tool isn't displaying the contents correctly.

I don't know Windows enough to know what to do next.  Does it make any 
different if you issue the "codepage 65001" command before starting the  3.13.0 
shell to use the SELECT command ?
