Sorry, my mistake: I didn't notice the "ptmp" prefix.  Reminder to self:
don't post without a proper night's sleep.

We install SQLite3 to a custom path here (on Solaris, without Tcl
support enabled) with no problem, so I don't know what's happening in
your situation.
