Within a single application, I don't think so - not a public API, anyway.
You have to keep track of connections yourself.
>From multiple sqlite applications sharing the same database file, there is
no way to possibly know since the sqlite processes do not communicate with
each other, and the database file has no knowledge of the number of
potential number of users.
