What command line are you using with lib?

I usually run the following:
link /lib /def:sqlite3.def

and create a .def file with all the functions that I want to call.  

An example of the .def file contents:
EXPORTS
sqlite3_aggregate_context
sqlite3_aggregate_count
sqlite3_auto_extension
sqlite3_bind_blob
sqlite3_bind_double
sqlite3_bind_int
sqlite3_bind_int64
sqlite3_bind_null
sqlite3_bind_parameter_count
sqlite3_exec
sqlite3_open
...

That's always worked for me.
