You must be confusing SQLite with an interactive shell program of some kind that lets you interact with an SQLite database using typed-in commands. The "display" is an operation of the shell program, not of SQLite itself. If Khmer unicode is not being displayed correctly, then that is a fault in the shell program, not of SQLite.
