The file ends with .tgz, not .gz. It contains three files:
README
sqlitejdbc-v044-native.jar
sqlitejdbc.dll
It is usually extracted with a command such as:
tar xfzv sqlitejdbc-v044-Win-i386.tgz
But I am sure WinZip or some other program will open it for you.
