RAT is having issues with file CHANGES.txt as we're missing license header
there. This file contains list of changes in our releases. Incubator release
guide is suggesting name CHANGELOG(.txt) that fully satisfy RAT
(http://incubator.apache.org/guides/releasemanagement.html#notes-change-log).
