I have a private plugin which does some GETs as part of plugin
initialisation (i.e. early in LMS boot process) and I think this showed
the problem up more on my system than "normal" LMS. Other repo URLs
such as sourceforge based one which can have long delays also
highlighted the issue.

I just did the update and LMS now boots reliably again whereas before 2
out of 3 times it would be very slow. I think this problem may be
behind some strange LMS errors (e.g. ioctl error) logged in last 6
months.

Sometimes we should talk :-): I had exactly the same experience! Every now and then a service restart would take minutes on my main server. At first I thought it was Spotty (even tried to implement some asnyc way of running the helper while waiting for its output...). But lack of reports here, and as this never happened in dev or on the Pi based system, I blamed my aging server...
