So, the issue is that the Audio::Scan returns an incorrect byte offset when it calculates it from the time offset. It is a C extension written by Andy many years ago and there might be an issue (like an overflow) with 24/96. For example, that file you sent is ~4min and ~80MB in 24/96 and 24 in16/44 but Audio::Scan returns ~12MB offset even on the 80MB when asked to skip to 2 min. I think this issue has been here forever.
