Did reboot. Same thing. Poking around a bit I see that systemd starts the application but I also have a logitechmediaserver file in /etc/init.d dated April 9 2016.
I'd probably uninstall LMS, make sure none of the two startup items exists, then re-install. The prefs should survive this procedure.
