Pandora works also for non-us. I live in the netherlands. Squeezenetworks seems to take care of proxying over a US ip number so pandora doesn't block it. You only have to subscribe using a proxy otherwise you can't access that part of pandora.com. globalpandora.com can be used also to do this and you don't need a proxy for this. Besides Pandora, non US citizen are out of luck I guess.
