You could just email Pandora and ask them what's up with Canada. At a minimum they might have more info about what's blocking licensing in Canada - which you might turn into a letter to your representative. The problem with the first one is that the licensors also want -control- (like the way they control what's on the radio via payola or just owning most of the stations). The problem with the second one is somewhat inertia and mostly, well, politicians.
