This is how I think it works.
The player makes the connection directly with the station but only
after Squeezenetwork has resolved the address and told the player which
IP address to use. So Squeezenetwork normally does a quick check of the
target station  and this check would be from the Squeezenetwork server
which is currently in the US.

For geolocked station such as BBC this SN check prevents stations
playing.  The SN checking is disabled if an URL has the special string
"#slim:noscan=1" and players will be told by SN which URL to use. The
player then makes the connection. IIRC This mechanism has been working
for over a year.  

So possible cause 

* SN is ignoring the "noscan",
* some sort of network problem (e..g. BBC server taking v. long time to
start) which is causing timeout.
* BBC has a new geolocking mechanism
