You would need a DNS resolution to your WAN IP (i.e., DynDNS or the
like) plus open the SHOUTcast port on your outbound firewall (router)
and set a correct port forwarding in your router to the (internal)
machine your SC runs on. Also, if you run an extra firewall on THAT
machine, you also need to open the port SHOUTcast uses.

If you have all that, you might get into legal trouble (because
streaming »to the world« might require payments to the music industry
in your legislation). You -could- circumvent this by using a
password-protected stream, but I’m unsure if SC/SN can handle
that.

That said, a setup like the above works fine here, using both Icecast
and SHOUTcast. And the "dynamic DNS hostname" in the URL, something
like "http://mytestingstation.dyndns.org:8000/listen.pls";. (I use
setups like these for testing broadcasting software and website
integration.)

Btw, if you have set "Direct Streaming", the endpoint itself (SB3/SBR)
will connect to the "streaming station" (if not synced).
