Find some barking dog sounds online and fight with fire and play these sounds on your computer speakers at inopportune times of the day and night. Hopefully your dunce neighbors will get the hint. Get a dog whistle and use it at 3:00 a.m. to bring the issue to a head. I know that in Los Angeles County there are specific rules against constantly barking dogs. The local animal control office here has a brochure that explains why dogs bark a lot; usually the dog isn't trained properly. The brochure explains how to train the dog. You can get this brochure online. Then mail it to your neighbors. Last but not least, report your neighbors to your local animal control and they will be cited. This is a touchy subject for me because I have had the same experience. Your neighbors don't have a right to harbor a nuisance. You have a right to have peaceful use of your own property.
