Because you can only register your SB on one SN account. If you try to register it to another account, you will get the message telling you the SB has already been registered. No. Because some people do not use SC at all, only SN. So registration of the SB has to be with an SN account. Allowing the SB to be associated with different SN accounts leads to different possible complications. For one, who owns the SB if it's registered to more than one account? If you bring your SB to a friend, and connect it to his/her SC it will be automatically added to their SN as well. If you purchase a SB second-hand, you add it to your own SN account while it is still (unknown to you) registered to another account as well. Etc etc. What you are looking for, it seems, is to allow multiple user profiles for the one SN account.
