No it doesn't show scroll bars. However the list is scrollable, because it is implemented using a frame you need to scroll it by scrolling with two fingers.
Is there a reason why you have restricted yourself to an very old version of the firmware ? Many things are much improved over older versions, not least the fact that mobile Safari is many times more stable than it used to be.
