[RFC] ConfigParser.* vs Parsing.*

We seem to have a strange separation of logics between the ConfigParser 
class and the Get*() functions in Parsing.h/.cc.

Is anyone able to explain why they are not all just methods of 
ConfigParser ?

Unless there is an reason not to I am proposing we make them such and 
convert their strtok() calls to using the ConfigParser strtokFile() methods.
