This does not even require a redirector if you use Squid-2.5.STABLE3 + the bugfix for deny_info.. (bugfix only needed if you need more than one deny_info line). As you have some access controls involved in who should get this I would recommend using SquidGuard if you are using the redirector approach, but personally I would use the deny_info directive of Squid-2.5.STABLE3.
