What is your default ulimit -HSn saying?

If so stop the compilation. Change the #ulimit -Hsn XXXX
Then configure with the modifications, can you now get the changes on FD_SETSIZE value.
Are you configuring and compiling the squid with root permission?

> grep FD_SETSIZE typesizes.h
> #define __FD_SETSIZE 1024
> define __FD_SETSIZE 157272

what is your /proc/sys/net/ipv4/ip_local_port_range settings?
why you are going for this 157272 limit ?
It is enough to have 32768 or 32768*2 limit __FD_SETSIZE as the maximum requirement.
