You are not in need to limit the web access to the users with the IP or users and
You want to keep track the informations about the user web access only.

- Are your systems using the default hostname.
- Can we get the client hostname informations from dhcp which is having the particular 
ip at now
- We can get the ip-address lease time from DHCP

If so,Use the time values in the access.log.
Make a script to get the particular clients usage in the lease time and create a 
report for that.
