If both ISPs provide a proxy service you could set both up in "cache_peer"
and tag them "round-robin" so they will both be used. If one goes done the
other will be used for all requests.

Depending on your network you might want to load balance things closer to
the internet too, so other things such as email can take advantage of the
same benefits.
