Mirroring of ftp using wget via a HTTP proxy also works, just as it does for mirroring http:// sites.. the drawback is that there will be a lot of index.html files created with the directory listings returned by the proxy.
What I never understood: Why the h*** ist the wget-Variable http_proxy in lower case?
Ask CERN who wrote the original libwww..
For ftp the variable is ftp_proxy
