I already traceroute different line (lease line and ADSL) both traceroute
result is non :- meaning that i cannot traceroute to particular website.
Maybe i should contact ISP for this matters.
Second, Mr. Mack Elsen,
I already check files at folder /proc/sys/net/ipv4/tcp_ecn and the value is
"0" but yet i still cannot access the website.
Is there anything i can do?

I think one possible cause is network.
Suggest you try tcptraceroute to see where is the
bottleneck(from your client as well as your squid). Do
a comparision. Do they route differently.? BTW I can
access that site using my squid boxes.
