It can, with some third-party help.. on the webserver where you run cachemgr.cgi set up an stunnel providing SSL access to a Squid https_port. Then tell cachemgr.cgi to connect to this stunnel rather than directly to Squid.
Any objections before I open bugreport? :)
Patches always preferred in favor of bug reports.. Adding OpenSSL support to cachemgr.c should not be very hard.
As this is not a bug it will not make it into a Squid-2.5 release, but if a patch is submitted to Squid-3 I happily include it there.
