The URL path here is probably: /download.php? And you are looking for anything that ends in ".wmv". So this doesn't match. Try http_reply_access with content type ACLs. Detecting downloads by looking at the URL is ludicrous. And I'm ashamed we tried the same thing for years. ;) This is but one example why it's not reliable.
