The browser magically converts a displayed image to another format when saving? Strange. Anyway, your setting should prevent larger objects from being fetched. Check your access.log to see whether this works as expected. It's a bit extreme to use "allow all". Perhaps limiting it to patterns dealing with Hotmail will be nicer.
