To my best knowledge the delay pools are working in Squid-2.6 since 20060803. If you are using a nightly snapshot from after that date please file the following details in bug #1707: http://www.squid-cache.org/bugs/show_bug.cgi?id=1707 /usr/local/squid/sbin/squid -v grep ^delay /usr/local/squid/etc/squid.conf and add yourself to the cc field.
