Sorry, I'm being too exacting on the documentation. The SquidNT docs say
to copy squid.conf.default to make a squid.conf copy and to modify that.
Obviously if you're going to do it the BSD way with the default file and
the "change this" file then there's no point making a copy since you
start from a blank anyway.

So it could just be my interpretation of their meaning.
