You could simplify even further

never_direct allow all
http_access allow all

with the never_direct rule being optional.. (implied by accel mode on
the http_port).

But if your in a hosting enviroment, a very quick and effective way of taking a client offline due to one reason or another is to comment their acl could be that they forgot to pay renewal or something that nature and give them a grace period to fix it.

It has its benefits with doing it this way, but I see your point to.
