Um, yes it should. This is the 3.2 cache.log report for failed requests detailing what sources have been found and why.

The never_direct/always_direct values say DIRECT access is permitted.

When DNS is available the text Helmut quoted is pushed down to a lower importance level and says "Found sources for" with a line " DIRECT = [IP]" for each IP found. The *absence* of that "DIRECT = " means DNS failed to produce any useful results.
