This version of squid in not squid but LUSCA which is a fork of squid 2.7.

If you need help about it try contact LUSCA developers.

Since I am not following lusca is dont know anything about their revisions and maintenance but there are many new features in squid 3+ so as always I suggest you to try to use squid latest stable.
