How about greping a ps report for squidGuard processes. I haven't seen squidGuard go into "Emergency" mode for anything other than configuration errors. Other types of errors have caused squidGuard to not run at all, even though the squid process was still functioning. In this case restarting squid by sending a HUP command usually fixed the issue. I think if you watch the squid logs it will report if the redirectors stop running....so you may have to watch squid's logs for that. It would probably also be prudent to monitor if any authenticators you have running are still running if you are monitoring the log file:
