OK lets explore the squid config then.

find in squid.conf the settings for:

redirect_program
redirect_children
redirector_access

also provide your acl's (from squid.conf)
and your http_access rules (from squid.conf)

It definetely has that.  I'm thinking the problem is in squid.conf
file.  I have an acl that says allow all.
