I don't know how to do it in squidGuard. 

But, do you know you can combine them? You can build some ACL
at squid.conf and some filtering rules at squidGuard.conf and
both take place.

Even better, it should result in a faster proxy to filter
certain applications at squid.conf before it gets redirected
to squidGuard...
