I actually got this fixed and feel kind of like an idiot. :)
visible_hostname = STUPIDUSER
should have been
visible_hostname STUPIDUSER
I made that change restarted the services and voila suddenly
Playboy.com and all the other crapola sites were not allowed.
I had to smile to myself as I went to bed. I've been doing
this long enough to know the rules of the road and you just
get to live with your own ineptitude at times.
14 hours of work lost to the = sign. {SIGH}

Squid uses squidguard to analyse URLs, domains and/or regexs.
If Squid is configured to use squidguard, your browsers must
connect to your Squid proxy. Squidguard doesn't listen for
connections!
