I had exactly the same problem accessing streamed media from
news.bbc.co.uk a few days ago at home (I prototype everything
there, so my setup is usually similar to here in school).

I've not been able to reproduce the problem here, however I
wonder if its something to do with the forwarded_for setting?
If this is on (default) and returning an X-Forwarded-For:
<local.IP>, could BBC be checking this value for a valid UK
range?  We had a similar problem with another website once, but
they fixed things at their end.
