Just a note.... "Safe Search" is enabled by default. Are you CERTAIN that the "safe search" is being enforced by squidguard, or is it possible that safe search is still set as their default?

Users on the IP address in “nofilter” rule don’t get filtered by squidguard for URLs or domains but are having the Google URLs rewritten to enforce safe search.
