hotmail.com allowed via whitelist even though not listed

Hello

bl_mail blacklist blocks hotmail.com.  my whitelist is causing hotmail.com 
to not be blocked even though it does not even contain hotmail.com?!

By turning off my whitelist, hotmail.com is blocked as expected.

Any ideas without having to delete and recreate the whitelist from scratch?
