In case anyone else is curious, I looked up "MNF" (not everybody
has used Mandrake). From their web site:

Whoever gave you that as a sample squidGuard.conf file doesn't really
want you running squidGuard.  (It has errors in it and is poorly
written, to boot.) I would delete that file, and go to the online 
squidGuard configuration documentation here:
<http://www.squidguard.org/config/> and build your own config file.

Check #3 on the squidGuard FAQ <http://www.squidguard.org/faq/>
for the answers to why squidGuard couldn't open the congfig
file and went into emergency mode.

Take a look at that information and then post your new questions.
