How are you identifying your source group(s)?  You may have lost
your ID method by going to a transparent proxy.  You can look in 
squid's access.log and see what information squid has to send to
squidGuard.

In that environment your users will not match any source group, and
will be processed instead by your default acl.  But since your default
acl should 'pass none', they would experience all sites blocked.

"Not blocking any sites" sounds like emergency mode, which would be
logged.  Are there any error messages being written to squidGuard.log?
