Have you checked your squidGuard.log file? squidGuard is fairly
verbose during start up and logs most everything that goes on; the
good and the bad. The entries in the log will help isolate the
problem you are experiencing.

If you find the log file to be empty, something is wrong.  Check your 
logdir statement in your config file, then check file ownership and 
permissions for squidGuard.log.  You can also check squid's 
cache.log (might be in /var/log/squid) to se if squid had a problem
starting squidGuard.

I would imagine that squidGuard has gone into emergency mode because
of something it doesn't like.
