It's ok I've figured out the problems...squidGuard.conf requires a certain format before it takes it in.
However my question now is, since I am running squid2.5.Stable4 I have the redirect_program /usr/local/bin/squidGuard -c /usr/local/squidGuard/squidGuard.conf uncommented in squid.conf. 
I have also commented out all the http_access statements.  Now when I try running it through a web browser, I am getting denied to all pages and it kicks me to the default acl rule. 
Even though I specify my src rule with a user list, it does not prompt me for a login.  What would be the problem?

For the life of me, I cannot figure out why it keeps complaining about line 7 when it tries to parse it.

line 7 ends where the last bracket is.  WHY does it keep complaining about it?  is there something wrong with my time declaration?  I've hand typed the conf file twice already and still the same thing.
