Those are not very good instructions, are they? Someone should change that page to be more accurate! What you want to do is:
$ cd /path/to/squirrelmail $ cd config $ conf.pl conf.pl is the executable (perl script) that you need to run in order to get everything set up. Alternatively, you can hand-edit config.php in the same directory.
