I had someone send messages with attachments to my SquirrelMail
account.  They were using Outlook Express as thier client.  Outlook
Express has the option of sending uuencoded attachments.  If this
option is used, SquirrelMail will not display a download link for the
attachment.  To fix this you need to install the get_uuencode plugin
for SquirrelMail.

Thanks to the people on #squirrelmail for helping me track down this
solution.
