I just observed the exact same behavior on my 1.4 installations.  Wow,
this is strange indeed!...

OK, I applied the patch that I sent out earlier in this thread, and it
fixed it for me.  That patch also avoids javascript errors when plugins
such as password_forget add additional input tags to the login form, as
I've indicated in other threads - attached to this email is a tarball of
my proposed login.php.  

Please test it out and let me know if it works for you,
