Not sure how Outlook's http mail service works, but I am pretty sure it won't work with Squirrelmail--I believe it's designed for Hotmail, and other services that don't provide standard POP/IMAP access.
But Squirrelmail is simply a client for an IMAP service--why not connect your Outlook directly to the IMAP server? I've found that Outlook has a few problems with IMAP--you have to go through some screwball contortions to download messages--but you can speed these up by creating custom buttons, etc. I've also had Outlook crash a few times using IMAP--overall, Outlook Express seems to work better with IMAP, especially for offline use, than the full Outlook. But it does work, and it leaves everything in your IMAP folders (just like they are in Squirrelmail). Other problems: Sent mail generally doesn't get put in your IMAP outbox--you have to create a rule if you want it accessible to other IMAP clients. Likewise, drafts. Deleted IMAP messages remain in the same box, and you then have to purge/expunge them to make them disappear entirely (Squirrelmail is actually non-standard in this matter--it expunges any message you mark for deletion in Outlook when you open the folder, but when it deletes a message, it moves it to the Trash folder, and then expunges.)
