Same error message.

 

Stupid question, how do I see the webserver user ownership?  User apache group is apache.  Is that what you mean?

huh.  not sure, your permissions look good.  for fun, why not try 777 on both the prefs directory AND the files in it.  looks like every thing is owned by apache:apache, which is your webserver user, right?

I changed prefs to 775 but I have the same error message.
