If you check the 1.5 tracker, this is a known issue.
We've not looked closely at compatibility with EXIM to this point.

I think Marc had some ideas about how we were going to fix this, but it's
been awhile, and at the moment I can't remember.

What we'd be looking for:
Any particular information about how EXIM stores/flags their messages..
perhaps use the info plugin to see what is returned on mail fetch, etc. To
verify that the various things mentioned in the tracker match the behavior
you also observe, etc.
